Government Approves Telecom Reform Bill

The National Assembly Standing Committee on Information Technology has approved a major amendment bill aimed at the swift expansion of internet and cellular services in Pakistan. Dubbed the Pakistan Telecommunication (Re-organization) Amendment Bill, it aims to simplify telecom rules and cut red tape that has stalled for decades on permits to install fiber optic cables and mobile tower networks.

Simplifying Infrastructure Deployment

Success with the bill One of the most significant changes in the bill is to reduce complexity for Right of Way (RoW) regulations that allow licensed operators to build and maintain telecom infrastructure on public and private property. That means faster deployment of broadband and mobile services — not least in areas that tend to be underserved, such as rural regions where connectivity gaps are most pronounced.

The changes also rewrite governance structures such as how the Pakistan Telecommunication Authority (PTA) is constituted and for whom it works for; currently under the Public Finance Management Act.
