Through July 2026, the Pakistan Telecommunication Authority (PTA) processed 1,726,303 URLs across a range of content categories, according to the latest category-wise data.

The numbers show a lot of variation in what got processed, reviewed, rejected, and blocked, but overall, 1,542,800 URLs ended up blocked. That works out to roughly 89.37% of everything processed.

Decency and Morality Tops PTA’s URL Processing List

The Decency and Morality category made up the largest chunk of URLs processed, with 1,075,762 total. Of those, 563 stayed under review, and 9,528 got rejected. The blocking rate here came out to 99.06%, putting it among the most heavily restricted categories in the whole dataset.

Terrorism came in second, with 179,285 URLs processed. Other major categories included:

  • Against Security & Defence of Pakistan: 125,427 URLs
  • Sectarian/Hate Speech: 76,526 URLs
  • Miscellaneous: 67,778 URLs

Proxy URLs Show the Highest Blocking Rate

Decency and Morality had the highest volume, but Proxy URLs actually had the highest blocking rate of anything on the list. PTA processed 10,319 Proxy-related URLs, and blocked 10,318 of them — a 99.99% blocking rate.

Other notable rates:

  • Decency and Morality: 99.06%
  • Against Glory of Islam: 82.17%
  • Terrorism: 79.15%
  • Defamatory/Impersonation: 39.27%

Defamatory/Impersonation, for what it’s worth, had the lowest blocking rate of any category on the list.

PTA Blocks Nearly 90% of Processed URLs

All told, PTA blocked 1,542,800 out of the 1,726,303 URLs processed through July 2026. Another 76,874 remained under review, and 106,629 got rejected outright.

These numbers give a sense of just how much content-monitoring and URL-blocking activity is happening across categories in Pakistan.

What Does the PTA Data Show?

Most of PTA’s processing activity is clearly concentrated in the Decency and Morality category, which accounts for the bulk of total URLs processed. At the same time, categories like Proxy, Terrorism, and content flagged as against national security or religious sensitivities show particularly high blocking rates.
